Is it possible for educators to agree on a functional definition of Web 2.0?

As a new graduate student and Teaching Assistant with a deep interest in the possibilities for using social web tools for social change, I'm both excited and a little bit overwhelmed by the possibilities and barriers for using social web tools in universities. What tools have been most effectively used at this level, and how can educators help overcome the barriers of copyright (especially in regard to sharing articles and information digitally) and confidentiality (especially in regard to sharing research data on potentially sensitive topics)? Are there resources or organizations dedicated to answering these questions?
